CHAI creates partnerships with pharmaceutical companies and medical and food suppliers in order to help countries actualize their ambitious HIV/AIDS healthcare goals. The Access Teams negotiate with suppliers to procure medications, diagnostic tools, equipment, and therapeutic foods affordably, thus expanding the number of people for whom governments can provide care and treatment. Currently, 750,000 people are receiving life-saving antiretroviral treatments purchased under CHAI agreements.

1. Position/Title: Analyst, Strategic Partnerships/Malaria, Drug Access Team (DAT)
Location: India

The Strategic Partnerships Analyst will manage key relationships with partners in India as well as other parts of Asia in order to further the goal of the Drug Access Team, which is to ensure a healthy marketplace of high quality treatments for endemic diseases. This individual will focus primarily on partnerships pertaining to CHAI’s efforts to ensure access to artemisinin-based combination therapy (ACT) for malaria patients. Specifically, the Strategic Partnerships Analyst will initiate, cultivate and manage relationships with suppliers of drugs and their active pharmaceutical ingredients, introducing these suppliers to the CHAI model, gathering and analyzing data from the suppliers, helping to prepare for and conduct negotiations with these suppliers, and ensuring that both parties (Suppliers and CHAI) meet their post-agreement obligations. This individual will also manage relationships with other partners including R&D providers, and sources of key pharmaceutical intermediates and raw materials. The individual will be required to travel throughout India, as well as to China and other areas of Southeast Asia as necessary (once to twice per quarter), to manage other relationships, support related activities, or meet with representatives of governments in order to provide updates and support the uptake of high quality medicines.

Responsibilities:

  • Manage the day-to-day relationships with strategic partners, primarily suppliers of key drugs and their active pharmaceutical ingredients (APIs)
  • Gather data and develop analyses to inform CHAI’s work with suppliers and to improve the marketplace for drugs for endemic diseases, particularly the market for ACTs
  • Prepare for and conduct negotiations with suppliers of drugs and APIs.
  • Engage CHAI’s technical experts to provide technical support to suppliers as needed on topics ranging from generic regulatory approval and quality standards, to production planning and demand forecasting.
  • Interface with CHAI’s country teams and governments to gather and disseminate information and support the uptake of high quality drugs at lower prices made available via Drug Access Team deals.

Qualifications:

  • Minimum qualifications: Bachelor’s degree plus 3-5 years working experience.

2. Position/Title: Malaria Supply Chain Analyst, Drug Access Team (DAT)
Location: W. Africa

The Supply Chain Analyst will ensure the rapid scale-up and effective management of high-quality treatments for endemic diseases, focusing primarily on artemisinin-based combination therapy (ACT) for malaria patients, and in the process become a trusted advisor to governments and CHAI country teams alike. Specifically, the Supply Chain Analyst will travel frequently to W. African countries, where malaria is endemic, in order to ensure that countries have access to lower priced and higher quality ACT available via deals that CHAI’s Drug Access Team has negotiated. In addition, the Supply Chain Analyst will also work to ensure that countries have adopted best practices in the procurement of ACTs and other essential medicines. Since this position will focus predominantly on West African countries, a bilingual French and English speaker is sought.
The Clinton Foundation HIV/AIDS Initiative (CHAI) seeks highly motivated individuals with outstanding academic credentials and a strong record of leadership and analytical capabilities. He or she must be able to function independently and have a strong commitment to excellence. Responsibilities:

  • Serve as a trusted advisor to governments and country teams on issues of procurement, new product introductions, product tradeoffs, health commodities forecasting, and national treatment guidelines.
  • Engage countries about reduced pricing available to CHAI’s consortium countries (69 developing countries in total); ensure that there is rapid uptake of these products.
  • Develop and leverage expertise in procurement best practices for medicines and other health commodities in developing countries; provide consulting assistance to countries on these issues. Specific areas of assistance will include:
  • Disseminate information from CHAI and other sources, including that on supply dynamics, product availability and price, to support countries as they consider changes in national treatment guidelines;
  • Facilitate the registration and uptake of new, improved or lower priced products;
  • Assist in the adoption of procurement practices that minimize shortages and help reduce costs
  • Develop and disseminate tools and materials to further the adoption of procurement best practices, including forecasting models and documentation of procurement success stories. Provide training on these tools to in-country analysts and partners in the Ministry of Health.

Qualifications:

  • Minimum qualifications: Bachelor’s degree plus 2-5 years working experience.
  • Fluency in both French and English; excellent communications skills – both written and oral

3. Position/Title: Manager of Malaria Supply Programs, Drug Access Team
Location: U.S. East Coast, or India

Background on the CHAI’s work on malaria and the Drug Access Team (DAT):

In 2007, CHAI expanded its global health efforts to include support for malaria treatment access. Each year, malaria affects 300 to 500 million people and results in the deaths of 1 million, mostly children in Africa. The Drug Access Team’s work with suppliers is intended to address supply-side barriers to access and foster a healthy marketplace to ensure the sustainable supply of essential medicines. The hallmark of CHAI’s approach is simultaneous and intensive engagement on the demand and supply sides of the market. On the demand side, CHAI’s country teams help governments to overcome barriers to scale up treatment programs and, for malaria, overcome barriers to access through the private sector distribution mechanisms. CHAI country teams also support the adoption of better procurement and supply chain management practices. Meanwhile, DAT establishes partnerships with both branded and generic drug manufacturers and provides a range of support to its partner suppliers. This assistance includes demand forecasting and other market intelligence, technical support for production and sourcing, and support for quality assurance. DAT works to ensure drug quality, attract new suppliers, lower drug prices, and facilitate the uptake of key new products. Though CHAI’s work on marketplace improvements is organization-wide, DAT plays the lead role in managing relationships with partner suppliers and coordinating the flow of information between the demand and supply sides of the market.

Position Description:

The Manager of Malaria Supply Programs will manage a small team within the larger DAT and be responsible for establishing and ensuring progress towards set milestones on malaria. This individual will play a leading role in shaping CHAI’s global strategy and approach on malaria.

We are seeking a highly motivated, entrepreneurial individual with outstanding problem-solving ability and communication skills. The Manager must be able to function independently and flexibly and have a strong commitment to excellence.
The position can be based anywhere, although there is a preference for someone based on the East Coast of the US or in India. This individual must be available for frequent travel (up to 60%).

Responsibilities include:

  • Supervise DAT members working on malaria; work with the team to set clear milestones and performance goals, provide coaching and feedback
  • Manage and cultivate relationships with suppliers, regulators, and other key marketplace participants at the senior-most level
  • Develop DAT’s strategy for improving the malaria drug marketplace and oversee implementation.
  • Lead negotiations with partner suppliers on drug pricing and other supply terms and conditions
  • Expand DAT’s interactions with governments and CHAI country teams; provide assistance to teams implementing treatment or prevention programs
  • Conduct recruitment, budgeting, and other management activities associated with DAT’s work on malaria.
  • Represent CHAI and the DAT at conferences, on task forces, and in other public for a pertaining to work on malaria as appropriate

Qualifications:

  • Dynamic, entrepreneurial individual with outstanding problem-solving, interpersonal and written and oral communication skills
  • Ability to operate in an unstructured but demanding multicultural environment, with a demonstrable track record of high performance. High levels of independence and motivation required. Ability to absorb and synthesize a broad range of information
  • Minimum 5-7 years working experience, with preference for candidates with at least some significant private sector background
  • Exposure to healthcare industry (e.g., clinical trials, drug manufacturing, regulatory issues or commercial drug development) is preferred
  • Experience with public health and/or infectious disease programs ideal, but not essential.
  • Experience living or working abroad is a plus

4. Position/Title: Director, Drug Access Team
Location: United States

Background on the CHAI Drug Access Team (DAT):

The DAT’s core goal is to help create a healthy marketplace that will foster sustainable supply of HIV/AIDS drugs and related essential medicines over the long term. Since 2002, CHAI has been helping to transform the antiretroviral marketplace from a low-volume, high-margin market to a high-volume, low-margin market that serves millions of HIV/AIDS patients. CHAI believes that global markets can efficiently and affordably supply critical commodities like HIV/AIDS drugs in the presence of healthy competition and appropriate regulation. Yet markets cannot operate optimally without cooperation and information flow among manufacturers, purchasers, regulators, and other key participants.

The hallmark of CHAI’s approach is simultaneous and intensive engagement on the demand and supply sides of the market. On the demand side, CHAI’s country teams help governments to overcome operational barriers to scaling up HIV/AIDS treatment programs, and also support the adoption of better procurement and supply chain management practices. Meanwhile, the DAT establishes close partnerships with both branded and generic drug manufacturers and provides a range of support to its partner suppliers. This assistance includes demand forecasting and other market intelligence, technical support for production and sourcing, and support for quality assurance. The DAT works to lower drug prices, ensure drug quality, attract new suppliers, and facilitate the uptake of key new products. Though CHAI’s work on marketplace improvements is organization-wide, the DAT plays the lead role in managing relationships with partner suppliers and coordinating the flow of information between the demand and supply sides of the market.

Until recently, the DAT had focused almost exclusively on antiretroviral drugs for HIV/AIDS treatment. However, the DAT has more recently begun to work on artemisinin combination therapies (ACTs) for the treatment of malaria and on medicines to treat AIDS-related opportunistic infections.

Position Description:

The Drug Access Team (DAT) Director will lead a team of 10-15 program managers, analysts, and scientists pursuing the mission and activities outlined above. These team members are spread across the United States, Africa and Asia. S/he will also be expected to identify and execute new and innovative approaches to shaping the drug marketplace.

The position is to be based in the United States, and ideally on the east coast; however, the specific location is negotiable. The DAT Director must be available for frequent travel (up to 60%) both overseas and domestically.

Responsibilities:

  • Develop the DAT’s strategy for improving the HIV/AIDS and malaria drug marketplaces and oversee all aspects of implementation.
  • Manage and cultivate relationships with suppliers, regulators, and other key marketplace participants at the senior-most level.
  • Lead negotiations with partner suppliers on drug pricing and other supply terms and conditions.
  • Expand and coordinate the DAT’s interactions with governments and CHAI country teams on the demand side of the market.

  • Represent CHAI and the DAT at conferences, on task forces, and in other public fora as appropriate.

5. Position/Title: Laboratory Specialist
Locations: Latin America, Africa, and Asia—Country- or Region-based

The Clinton Foundation HIV/AIDS Initiative (CHAI) works with partner governments in more than sixty countries to help bring effective, high-quality HIV treatment and care to people living with HIV worldwide. Free antiretroviral medication and patient care are now widely available in hospitals and clinics throughout our programs. In most cases, these local programs need to strengthen its laboratory capacity in order to be able to support its care, support and treatment efforts.

Description:

CHAI is looking for a motivated, highly experienced laboratory specialist with at least 5 years of experience in HIV/AIDS treatment to assist in the development of quick, reliable, high quality, cost-effective, scalable and uniformly accessible/equitable testing services that meet the needs of medical services diagnostics, surveillance and regulatory requirements. Assistance in the strategic thinking and management of resource-poor hospitals and clinics to handle an increasing volume of HIV-infected patients will be indispensable. The specialist will also build local personnel capacity by mentoring lab technicians in laboratory operational planning and implementation, systems development, program management and specialized testing, e.g. HIV antibody, CD4 and Viral Load. Responsibilities:

  • Assess existing lab system and project longer-term needs
  • Set laboratory policies and develop strategic and operational plans
  • Create laboratory networks unified under testing policies and guidelines
  • Rationalize location, throughput, and test menu, technologies of facilities within laboratory hierarchy and network, especially for rapid and CD4 tests
  • Enhance procurement and logistics systems for lab supplies, including forecasting
  • Identify needs, gaps, and obstacles for scaling-up high quality laboratory systems
  • Introduce new diagnostics to treatment programs, as necessary
  • Mobilize resources to ensure proper infrastructure and sufficient human resources
  • Promote strengthening of quality management systems
  • Increase technical and management capacity of existing lab mentors and develop additional lab mentors in other sites
  • Assist in establishing roles and responsibilities among lab facilities
  • Provide technical expertise on organization of work and task shifting
  • Develop standard operating procedures
  • Ensure effective coordination among individual labs, donors, technical assistance partners and government
  • Advocate and/or implement policies at hospitals and community health centers

Qualifications:

  • PhD in clinical pathology, immunology, microbiology or a related field. A graduate degree in a related field (MD, MPH) or equivalent work experience will be considered.
  • Minimum 5 years of HIV/AIDS work experience
  • Experience working with governments and governmental institutions; respect for the political processes and protocols involved in government programs
  • Sensitivity to local political and cultural contexts
  • Ability to work productively in a multi-cultural, international setting and to establish and maintain effective working relationships with counterparts in international agencies, local government bodies, non-governmental organizations, professional institutions and internal CHAI Team

Description:

Analysts provide high-quality technical support to the Foundation’s government partners to address bottlenecks and strengthen systems that will enable greater numbers of patients to access treatment. In doing this, analysts are responsible for: developing and implementing analytical tools, to solve problems, improve systems and guide decision-making from the clinic to national levels, ensuring the Ministry of Health is accessing the best possible prices for high-quality drugs and diagnostics, strengthening procurement and supply chain systems for health products by improving budgeting, forecasting, distribution and monitoring systems.

Requirements:

A successful candidate for the role of Analyst must have a minimum of 2+ years of experience in an analyst role in a demanding business environment. An analyst must be able to work quickly and apply strong analytical and quantitative skills to solve challenging problems. Also, because this position involves work with government officials and external stakeholders, the successful candidate must be an excellent communicator who is able to work both independently and collaboratively. While knowledge of HIV/AIDS or healthcare is ideal, it is not required.
